Proposal to upgrade MCC to Grade 1 civic body: MLA asks officials to keep data ready in one month

In anticipation of a Government notification to upgrade Mysuru City Corporation (MCC) to Grade 1 civic body, Chamundeshwari Assembly constituency MLA G.T. Deve Gowda has directed the officials to prepare and keep ready all the necessary details of properties, layouts and other related information falling under the limits of the Town Panchayats and Hootagalli City Municipal Council (CMC) in the constituency.

Mr. Gowda convened a meeting of officials from the MCC, Town Panchayats and the Hootagalli CMC at the MCC Zone 3 office on Saturday (January 3, 2026) and instructed the officials to prepare a comprehensive data of the properties, layouts and other necessary information within the next one month in view of the possibility of the Government issuing a notification on Grade 1 MCC any time.

It may be mentioned here that the State Cabinet has already taken a decision to upgrade the MCC into a Grade 1 civic body by including Hootagalli CMC, Town Panchayats of Rammanahalli, Bogadi, Srirampura and Kadakola besides a few other gram panchayats on the outskirts of Mysuru City.

Referring to the civic issues that have been dogging the areas that have developed rapidly on the outskirts of Mysuru, Mr. Gowda pointed out that many of them were addressed when the erstwhile gram panchayats were upgraded into Town Panchayats and the CMC.

Initially, there were complaints about delays in the issue of khatas, demands for excess money, doubling of taxes and people being made to run from one office to another. However, there has been considerable improvement now, and the complaints had come down, Mr. Gowda said.

With the Government already taking a decision to upgrade MCC into a Grade 1 City Corporation, a notification in this regard can be issued anytime, he said.

Hence, he said the officials should prepare a report on the number of Government properties, houses, layouts, schools, anganwadi buildings and hospitals falling under the limits of each Town Panchayat, CMC and gram panchayats to become part of the upgraded civic body.

Similarly, the officials should list and report issues pertaining to drinking water, underground drainage, street lights and roads. “Once this work is completed, it will be easier to establish zonal offices and manage administration smoothly,” he said.

Recalling that it has been one year since the private layouts developed and approved by the erstwhile Mysuru Urban Development Authority (MUDA) were handed over to the local bodies, Mr. Gowda said the officials should assess the work that has been taken up so far and the work that remains. He asked the officials to come up with solutions to complete the pending work and the problems.

A comprehensive report, along with maps, should be prepared detailing how many sites and houses have been issued khatas and how many were pending. After the merger of the areas on the outskirts of the City with the upgraded MCC, several challenges may arise and these will have to be addressed, he said.

However, he expressed confidence that the administration will become smooth once the zonal offices are set up and officials are appointed, ensuring the extension of services like drinking water, sanitation and maintenance of streetlights smoothly.

Deputy Commissioners of MCC G.S. Somashekar and S. Manju, Executive Engineer R. Srinivas, Assistant Commissioner of Zone 3 Sandeep, Development Officer of Zone 3 Sathyamurthy, Town Panchayat Chief Officers H.M. Suresh, H.R. Deepa, Ravikeerthi and S.M. Sujay Kumar were among the officials, who attended the meeting.
