J&K court issues proclamation notice against brother of arrested Kashmir doctor in terror case

A Jammu and Kashmir court on Saturday (December 13, 2025) issued a proclamation notice against Dr. Muzaffar Ahmad Rather of Kulgam. He is the brother of Dr. Adeel Rather, arrested after a rifle was recovered from his locker in a Valley hospital and questioned for his possible links with the Red Fort bomber.

Issued by a Srinagar court, the proclamation directed Dr. Rather to “appear before the court on January 28, 2026 at 10:00 a.m. sharp to answer the complaint”. According to the proclamation notice, Dr. Rather could not be traced despite warrants, “forcing the court to proceed under the relevant provisions of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

The proclamation notice was pasted on the residence of Dr. Rather, a resident of Qazigund’s Wanpora village. 

Earlier, the J&K Police issued a Red Corner Notice against Dr. Adeel Rather. Official sources said the role of Dr. Rather, brother of Dr. Adeel, came under scanner after the blast near Red Fort left 15 civilians dead on November 10.

Initial investigation suggested that Dr. Rather left for Dubai earlier this year and may have shifted out of Dubai too. Dr. Rather and his brother are under scanner for their links with Dr. Umar Nabi from Pulwama, the driver of the explosive-laden car that exploded near Red Fort in New Delhi.

Dr. Rather’s brother Dr. Adeel was arrested after posters of Jaish-e-Muhammad were found in Srinagar’s Nowgam area in October. Later, on November 7, an AK-47 rifle was recovered from Dr. Rather’s locker at the Anantnag medical college, where he worked as a senior resident until October 24, 2024.
