Forum for Good Governance seeks vigilance inquiry into Revenue Department promotions, postings in Telangana

The Forum for Good Governance (FGG) has written to Telangana Chief Minister A. Revanth Reddy seeking a vigilance inquiry into recent promotions and postings in the Revenue Department, alleging serious irregularities in the elevation of tahsildars to key administrative positions.

In a representation submitted on Thursday (June 11, 2026), the organisation claimed that the established procedure for promoting tahsildars to the post of Revenue Divisional Officer (RDO) had not been followed in a recent round of promotions. According to the forum, the post of RDO is a Group-I position and a feeder cadre for the Indian Administrative Service, requiring scrutiny of service records and consideration by a selection committee before promotions are granted.

The FGG alleged that 12 tahsildars were temporarily promoted as RDOs through a government order issued on May 27 and claimed that some of those elevated were facing vigilance or Anti-Corruption Bureau (ACB) cases. The organisation further alleged that certain promotions were granted on the basis of court directions that only required the government to consider the officers’ cases rather than mandating their promotion.

The forum also raised objections to the subsequent postings of some of the promoted officers. It stated that seven of the 12 officers promoted as RDOs were posted as District Revenue Officers (DROs), a position that is typically held by officers with several years of experience in the RDO cadre.

Citing one instance, the FGG referred MRO S. Sandhya, who was trapped by the ACB in a bribery case and against whom a chargesheet had been filed. The organisation claimed that despite the pending case, the officer was promoted to RDO after securing a court order directing the government to consider the promotion without reference to the pending chargesheet.

The forum has requested the CM to order a vigilance inquiry into all temporary promotions and postings of tahsildars made in recent months and to keep the orders in abeyance until the inquiry is completed.

There was no immediate response from the Revenue Department to the allegations made in the representation.
