With a view to taking the initiative to develop a modern, fast, and integrated regional transport system in the State, the Bihar cabinet on Wednesday (July 9, 2026) accorded in-principle approval for the preparation of Detailed Project Reports (DPRs) for four Regional Rapid Transit System (RRTS) corridors.
The RRTS system will provide safe, fast, reliable, environmentally sustainable, and efficient last-mile connectivity, benefiting citizens, students, working professionals, and commercial activities across the region. RRTS is a semi-high-speed commuter rail network built to connect metropolitan cities across the National Capital Region.
A total of 22 decisions were taken at a cabinet meeting chaired by Chief Minister Samrat Choudhary.
The State cabinet approved an estimated cost of ₹31.59 crore for the preparation of the Alternative Analysis Report (AAR) and Detailed Project Reports (DPRs) for all four proposed corridors and has entrusted this work to the National Capital Region Transport Corporation (NCRTC) on nomination basis, Cabinet Secretariat Department’s Additional Chief Secretary (ACS) Arvind Kumar Chaudhary said in a post cabinet briefing in Patna.
This decision marks a significant step in ensuring fast connectivity between State capital and its adjoining major urban centres, Mr. Chaudhary said adding that it would help in developing satellite township.
The four proposed RRTS corridors include: Patna–Gaya Ji corridor, Patna Airport-Begusarai corridor, Patna-Hajipur-Proposed Sonepur Airport-Muzaffarpur corridor, and Patna Airport-Ara corridor, he added.
In a separate release, Urban Development and Housing Minister Nitish Mishra, stated that in view of the rapid urbanization in Patna and its surrounding areas, the continuously increasing passenger traffic, and the growing economic activities across major regional centres, the process for developing a RRTS is being initiated.
The Bihar cabinet also decided to extend “Mukhya Mantri Swayam Sahayta Bhatta Yojana” (Chief Minister’s Nishchay Self-Help Allowance Scheme) for the next five years, covering the financial years 2026-27 to 2030-31, Mr. Chaudhary said, adding that the administrative approval has been granted for an estimated expenditure of ₹300 crore under the Self-Help Allowance component for financial year 2026-27.
The cabinet also approved a health department’s proposal for acquisition of land measuring 26.76 acres to All Indian Institute of Medical Sciences (AIIMS) Patna for its expansion that included, the construction of a Super Specialty Block, an Eye Centre, and other essential buildings, along with the development of necessary supporting infrastructure, Mr. Chaudhary said, adding that the estimated expenditure for the land acquisition is ₹348.89 crore.
This expansion will help provide patients suffering from various diseases with better, high-quality tertiary healthcare services at a single centre.
It also created 76 teaching posts for different technical faculties of P.G. (M. Tech) in 10 government engineering colleges of the state, he said adding that these posts include that of 9 posts of Professors, 29 of Associate Professors and 38 of Assistant Professors.
The cabinet also transferred the proposal to give five acres of land to Kendriya Vidyalaya Sangathan for 30 years at a token amount of Rs 1 for opening one each Kendriya Vidyalaya at Mauja- Behat (Adalpur) in Madhubani district, Mauja- May in Munger district and Mauja-Mushahri alias Radha Nagar at Muzaffarpur district.
