The second file he signed was to set up an elite ‘Singa Pen Special Force’ for the safety of women. The State-wide force would ensure that complaints with regard to women safety were addressed at once. The third file he signed was to set up an Anti-Narcotic Task Force to crack down on offences involving illegal drugs and psychotropic substances. A few hours since his assuming office, the State government posted senior IAS officer P. Senthil Kumar as Secretary-I to the Chief Minister. G.
