Uttar Pradesh secures ‘exemplar’ status in LEADS 2025 rankings

Uttar Pradesh has emerged as the top-performing landlocked state in the country by securing the prestigious “Exemplar” status in the Logistics Ease Across Different States (LEADS) 2025 rankings, further strengthening its position as a leading logistics and infrastructure-driven state. After consistently being recognised as an “Achiever” for three consecutive years from 2022 to 2024, Uttar Pradesh has now advanced to the highest category, reflecting the state’s rapid transformation in logistics infrastructure, connectivity, and policy-driven industrial growth.

The award was conferred by Union Minister of Commerce and Industry Shri Piyush Goyal during the release of the LEADS 2025 Report and the LEAPS (Logistics Excellence, Advancements & Performance Shield) 2025 Awards Ceremony held at Vanijya Bhawan, New Delhi. The award on behalf of Uttar Pradesh was received by Invest UP Additional Chief Executive Officer (ACEO) Shri Shashank Chaudhary.

Launched by the *Department for Promotion of Industry and Internal Trade (DPIIT)* under the Union Ministry of Commerce and Industry in 2018, LEADS serves as a national benchmarking framework to assess the logistics performance of states and Union Territories. The rankings evaluate states across critical parameters including logistics infrastructure, services, and regulatory as well as operational efficiency through both objective and perception-based indicators.

Speaking on the achievement, the ACEO of Invest UP said that under the leadership of Hon’ble Chief Minister Yogi Adityanath, Uttar Pradesh has made logistics development a central pillar of its vision to become a one-trillion-dollar economy. He highlighted that the Uttar Pradesh Warehousing and Logistics Policy 2022 has played a transformative role in strengthening the state’s logistics ecosystem.

The state has developed City Logistics Masterplans aligned with the PM Gati Shakti National Master Plan to create integrated and efficient logistics networks. These initiatives are aimed at reducing transportation costs, improving last-mile connectivity, and enhancing supply chain efficiency across the state.

Uttar Pradesh is accelerating logistics growth by encouraging private investment and Public-Private Partnership (PPP) models across logistics parks, warehousing facilities, rural godowns, and cold-chain infrastructure. To strengthen connectivity and efficiency, strategic hubs are being developed near expressways, freight corridors, and upcoming airports, positioning the state as a logistics powerhouse.
