Reports show Hemant Soren showed confidence in social security and welfare schemes in 2025

In 2025, Jharkhand Chief Minister Hemant Soren took several decisions  like Maiya Samman Yojna, construction of flyovers, clearing the Jharkhand Coaching Centers (Control and Regulation) Bill, 2025 to regulate fees and increasing the grant under the SC /ST Tribe Civil Services Incentive Scheme from ₹1 lakh to ₹1.5 lakh. 

The Soren government focused on social security and welfare schemes including 200 unit free electricity which provided relief to over 40 lakhs consumers and poor families.

One of the major decisions by the Soren government was setting up Jharkhand State Displacement and Rehabilitation Commission, 2025, which will oversee housing, education, employment, and socio-economic surveys for displaced families or those affected by mining projects.

Another important decision was giving cabinet approval to Panchayat Extension Scheduled Areas (PESA) Act rules giving Gram Sabha administrative and decision making power. Under the approved rules, Gram Sabhas in rural areas will have authority over the use of minor forest produce, preparation of local area development plans, and management of water resources.

Policy aimed to encourage Maoists to surrender led to the return of more than two dozen Maoists to mainstream society. , During Mr. Soren’s visit to Spain and Sweden, investment opportunities were explored in the fields of mining, steel, electronic vehicles and clean energy.

To encourage industries, the Jharkhand Micro, Small and Medium Enterprises (Special Exemptions) Bill, 2025, was made effective in the State with the Governor’s approval. This Bill aims to simplify and streamline the process of establishing a new industry in the State.

Opposition’s attack against Soren government

Opposition continued their attack on the State government over the issue of illegal sand mining, and scams in recruitment. In return the Soren government accused the BJP of misusing central agencies leading to intense political debates.

There was a face-off for a long time between the ruling government and Opposition over the extension given to Jharkhand Director General of Police (DGP) Anurag Gupta to which the Opposition called it unconstitutional after his retirement on April 30.  The matter reached the Supreme Court, following which Mr. Gupta had to resign.  

There was a speculation in the political circles of Jharkhand that Mr. Soren and his wife, Kalpana Soren visited Delhi and met with top BJP leaders and engaged in talks for the likely shift of power in the State. However, senior Congress leader and MP K.C. Venugopal refuted any such claims and asserted that INDIA (Indian National Developmental Inclusive Alliance) was rock-solid in Jharkhand. 

What lies ahead?

Continuous attack from the Opposition and Mr. Soren’s alleged involvement in the liquor scam would be a challenge ahead for the government after the arrest of senior IAS officer Vinay Kumar Chaubey who once served as his Principal Secretary.

Another challenge for the Jharkhand government is on the education front as there is a severe shortage of teachers and staff in the higher and secondary schools. State government has set the target of recruiting nearly 70,000 teachers in 2026.
