The All India Save Education Committee (AISEC) has stated that the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, introduced by the Centre in the Parliament, does not address the basic issues or suggest remedies to prevent examination fraud.
In a statement, AISEC vice-president M. Shajarkhan said the proposed legislation focuses mainly on enhancing penalties and expediting investigation and trial. However, it does not introduce clear preventive measures such as stronger question paper security, robust digital safeguards, transparent examination processes, accountability of examination authorities, independent audits, and comprehensive security protocols to prevent leaks and other malpractices.
“The Bill is primarily punitive. It does not introduce measures to support candidates affected by exam cancellations or paper leaks such as counselling, reimbursement of examination expenses and guaranteed timely re-examinations. These issues are not addressed in the amendment,” he said.
Besides, the Bill emphasises punishment after an offence occurs, but does not introduce detailed measures to improve cybersecurity, strengthen examination infrastructure, prevent paper leaks through technology and enhance transparency in recruitment of examination agencies, Mr. Shajarkhan pointed out.
