Nitish Kumar directs Transport Department to make Bihar roads safer for pedestrians under ‘Saat Nischary-3’

Bihar Chief Minister Nitish Kumar on Saturday (February 21, 2026) issued a slew of directions to the Transport Department to ensure safer, more secure and convenient road access for pedestrians across the State. 

The measures form part of the seventh resolution under the government’s flagship ‘Saat Nischay-3’ programme, titled “Sabka Samman—Jiwan Aasaan” (Respect for All-Easy Life), launched after the NDA government returned to power with a thumping majority on November 20, 2025. 

Under the resolution, the government aims to make everyday life easier for citizens through modern technology, innovation and sensitive good governance. 

In a message posted on X, Mr. Kumar emphasised that “walking safely and with dignity on the roads is the foremost right of pedestrians.” 

Recognising the fact that pedestrians face inconvenience amid a steady rise in the number of two-wheelers and four-wheelers due to increasing income, the Chief Minister directed officials to identify crowded locations in urban areas and construct footpaths at the earliest. He also ordered the creation of zebra crossings at identified locations to ensure pedestrians’ convenience.

Further, instructions have been issued to build foot overbridges, escalators and underpasses at designated locations. All government and private vehicle drivers would be provided with training to sensitise them to pedestrians’ rights on the roads.

The Transport Department has also been directed to identify accident-prone “black spots” in both rural and urban areas, construct footpaths and install CCTV cameras to enable proper assessment and reduce road accidents.

Mr. Kumar asked the department to expedite the implementation of these measures and expressed confidence that they would significantly ease the daily lives of pedestrians.

Within a month of assuming office for a fifth consecutive term (2025-30), the Nitish Kumar cabinet, on December 16, 2025, approved the rollout of “Saat Nischay-3” for the next five years, aiming to place Bihar among the country’s developed States. 

The programme follows two earlier phases implemented during 2015-20 and 2020-25, respectively.
