An order issued by the Joint Registrar (General) of the Kerala Cooperative department in January 2023 demanding Bharatiya Janata Party (BJP) State general secretary S. Suresh and other office-bearers to pay a total of ₹4.16 crore to make up for the society’s losses sustained by the BJP-controlled Peringammala Labour Contract Cooperative Society surfaced in the public sphere on Monday (December 1, 2025).
Mr. Suresh had on November 19, 2025 dismissed the allegations when a part of the order became public. However, the detailed report of 25 pages has details contradicting his assertions.
The report lists several irregularities, including not returning the money when demanded by investors, lack of proper ledgers, disbursal of loans without following norms or the stipulated collateral and non-initiation of arbitration proceedings in cases where it was required. The department ordered an investigation into the cooperative’s functioning after investors had failed to receive their money when demanded due to various irregularities.
As per the department’s findings on the irregularities in the cooperative, the office-bearers, through acts violating the Kerala Co-operative Societies Act, 1969 and the society’s own bylaws, had caused a total loss of ₹4.16 crore. Each of the office-bearers have been ordered to repay various amounts along with 18% interest from the time of the fund misappropriation in 2013, to make up for the society’s losses.
While the society president and RSS leader G. Padmakumar has been ordered to pay ₹46.48 lakh, the society vice president Mr. Suresh is required to pay ₹43.34 lakh.
The losses to the society have been caused mainly through a monthly investment scheme, disbursal of loans under the Akshayasree scheme and through commissions to collection agents.
Suresh reiterates earlier stand
When contacted, Mr. Suresh reiterated his earlier stand and dismissed the allegations as “part of an election stunt.”
“All this happened 10 years ago. It does not have any relevance anymore. I resigned from the governing body of the society on July 26, 2016. The department report is of 2023-24, the proceedings on which the High Court had stayed earlier this year. I have no liabilities with the cooperative society,” he said.
