With the Model Code of Conduct for the Assembly elections still in force, local bodies in the State have been accorded special permission to take up urgent projects and to go ahead with tendering for works related to pre-monsoon cleaning, maintenance of schools and other projects. The long window of Model Code of Conduct had made it difficult for local bodies to initiate major works, especially for pre-monsoon cleaning.

Most of the local bodies have prepared their annual plans for the 2026-27 financial year and got it approved by the District Planning Committee. However, as the Model Code of Conduct is in force, the local bodies are unable to get approval for the new projects from the vetting officer or begin implementation. The Local Self-Governments department decided to grant permission to the local bodies to take up some works considering their urgency and the fact that the elections are over in the State.
