KPME designated as nodal agency for integrating health services with Karnataka Udyoga Mithra portal

The State government has designated the Karnataka Private Medical Establishments (KPME) authority as the State Nodal Agency (SNA) for integrating health-related regulatory services with the Karnataka Udyoga Mithra (KUM) deregulation portal, as part of its Ease of Doing Business (EoDB) initiatives.

According to a Government Order (GO) issued on April 2, the move is aimed at streamlining, digitising and enabling single-window delivery of regulatory approvals and licences across the Health Department.

The order follows a series of consultations between the department and KUM, including meetings held on March 11 and March 20, which underscored the need for a designated agency to coordinate the integration of services such as clinical establishment registrations and organ transplant-related approvals onto the KUM platform.

State Nodal Officer

As per the order, the Deputy Director in charge of KPME will function as the State Nodal Officer (SNO), serving as the principal point of contact between the Health Department and the KUM/EoDB team. The KPME authority will oversee service digitisation, portal integration and the rollout of a single-window system for health-related regulatory processes.

The SNO has been tasked with on-boarding all health regulatory services onto the platform and routing applications to the respective competent authorities for further action. Once an application is submitted, provisions under the Karnataka Sakala Services Act, 2011 will come into effect to ensure time-bound service delivery.

The order also mandates the preparation of a comprehensive, classified list of all State and Central services offered by the department, to be shared with the KUM/EoDB team.

Unified digital platform

In addition, the existing KPME portal will be developed into a unified digital platform for all health-related registrations and licences. The portal will feature a common dashboard for tracking application status, an integrated e-payment system, and facilities for downloading digitally signed certificates, the GO stated.

To ease compliance, the system will allow reuse of information already submitted by applicants during earlier registrations, thereby reducing duplication in subsequent applications.

Commissioner, Health and Family Welfare Services, has been designated as the nodal officer for coordination with the KUM and the EoDB team for matters arising from the order.
