The High Court of Karnataka has refused to quash a criminal case registered against two self-proclaimed Congress leaders for cheating over ₹5.3 crore promising jobs in various government departments using fake documents through a “meticulously choreographed design” to deceive job aspirants.
“…the alleged creation of fabricated appointment orders, fictitious email IDs, sham training centres and non-existent government departments, all for the purpose of duping innocent and gullible citizens. It is a classic case of fake in uno fake in omnibus (false in one thing, false in everything), as the allegations portray an edifice allegedly built entirely upon fabrication and falsehood,” the court said, while refusing to interfere at this stage of probe.
Justice M. Nagaprasanna passed the order while dismissing the petition filed by Shamshad Begum, 48, and her father M.A. Mansoor Ahmed, 78, both having residences in Madikeri and Bengaluru.
The case was registered in 2025 on a complaint by one Sangamesh Rachaiah Vastrada with the Central Crime Branch of Bengaluru City Police.
The accused possessed IDs and letterS through which Shamshad claimed to be a General Secretary of the Karnataka Pradesh Congress Committee’s Mahila Morcha, and her father projected himself as the party’s Joint Secretary, it was stated in the complaint, which also alleged that the duo created fake email IDs, fake hall tickets, fabricated appointment orders with fake letterheads of various government departments.
The complaint also alleged that they promised government jobs in irrigation, health, and social welfare, and Railways by collecting sums ranging from ₹4 lakh to ₹25 lakh per candidate, and the duo had sent aspirants to Kolkata and Maharashtra for providing “official training programmes” after giving them fabricated appointment letters.
“The facts, as they presently emerge from the record, read less like an ordinary criminal complaint and more like the script of a classic potboiler, where every succeeding act unveils a deeper layer of calculated deception,” the court said, while noticing that the investigation conducted so far has revealed that online transfers from unsuspecting victims to the petitioners’ bank accounts exceeded ₹5.3 crore.
“The allegations, if ultimately established, disclose not an isolated act of cheating but a carefully engineered scheme designed to prey upon the aspirations of unemployed youth, exploiting their hope of securing government employment for unlawful pecuniary gain,” the court said while stating that it is not a fit case to interfere at this nascent stage.
