Andhra Pradesh unveils 10-point plan to arrest declining fertility rate

As part of efforts aimed at stabilising population in Andhra Pradesh and arresting the declining Total Fertility Rate (TFR), the State government has unveiled a 10-point plan to ensure women’s active participation in the State’s progress.

In a press statement on Saturday (April 4), Minister for Health, Medical Education and Family Welfare Satya Kumar Yadav said women play a crucial role in population management and that the government is focussing on eliminating discrimination and creating a supportive environment for them.

The 10-point plan includes ensuring comprehensive healthcare, removing barriers to women’s economic independence, encouraging men’s participation in childcare, creating a women-friendly work environment and recognising reproductive rights. It also proposes setting up childcare centres at workplaces and establishing one working women’s hostel in urban areas for every one lakh population.

Awareness programmes will be organised to promote childcare as a shared responsibility. The government also plans to expand the existing 180 days of maternity leave into 12 months of parental leave for both parents, along with introducing flexible working hours and work-from-home options for women.

The Minister said free reproductive services will be provided to those facing infertility issues. A Centre of Excellence in Reproductive Health will be established in the State, and diploma and advanced courses in reproductive health will also be introduced.

According to the press release, targets have been set to address early-age pregnancies, malnutrition, high rates of caesarean deliveries and large-scale female sterilisation. The Minister said counselling will be provided before and after pregnancy, with a focus on educating women about contraception and birth spacing.

The initiative aims to promote population care rather than population control, he said, adding that a dedicated workforce for childcare will also be developed.
