After speculation over political appointees, government to send senior career officer to Kathmandu

The government’s decision to forward the name of Sudhakar Dalela, one of the most senior officers in the diplomatic service, as Ambassador to Nepal is an indication of the importance of the India-Nepal relationship, as well as the delicate situation the relationship is in at present.

Sources confirmed to The Hindu that the agreement or proposal for Mr. Dalela was forwarded to Kathmandu on Tuesday (October 6, 2026) and is expected to be approved soon by the Balen Shah government. Mr. Dalela, the Secretary (Economic Relations) not only has experience at managing ties with the neighbourhood from the Centre, in both the Ministry of External Affairs and the Prime Minister’s Office, but also from the ground, where he was India’s previous Ambassador to Bhutan. He also has a higher rank than former Ambassadors to Kathmandu, who were at Additional Secretary rank.

More than the qualifications, the government’s move suggests a change in thinking, favouring diplomatic experience over political flair. Speaking at the 11th Heads of Missions conference in April this year, Prime Minister Narendra Modi had, according to sources present, expressed his “disappointment” at the slow reaction time of missions in the neighbourhood to a series of political developments, indicating the street protests and government changes in Bangladesh, Nepal, Sri Lanka and Maldives in recent years. Pointing to India’s then newly appointed High Commissioner to Bangladesh, former Minister Dinesh Trivedi in the audience, Mr. Modi had said that the government would henceforth prefer “Anubhavi” (seasoned or experienced) diplomats in the neighbourhood- leading many to speculate that the government would also send a politician to Nepal when the term of the outgoing Ambassador Naveen Srivastava ended.

In particular, the government is understood to have worried that the new Nepal Prime Minister Balen Shah, known for his unorthodox style, would not deal as well with a professional diplomat. In his first few weeks in office, Mr. Shah declined to meet the Ambassadors of India and China, representatives of the two most important relationships, except in a larger group, and also would not confirm a meeting with the Indian Foreign Secretary Vikram Misri, who subsequently put off his visit.

In the run-up to the decision on Indian envoy, media reports in Delhi and Kathmandu had floated the names of several senior BJP leaders, particularly from Nepal- neighbouring states Bihar and Uttar Pradesh for the position. However, since that time, relations with Bangladesh have taken a turn for the worse, and the last-minute cancellation of the visit of Bangladesh Prime Minister Tariq Rahman in August this year is being ascribed to miscommunication between the political appointee and the more protocol-bound MEA officials. As New Delhi plans for a possible visit by Mr. Rahman in November, it is also hoping to host Nepal PM Shah in November-end, and appears to have decided on a sure pair of hands rather than defying convention again.

“Traditionally, atleast for the past three decades, only professional diplomats have been posted as heads of missions in India’s neighbouring countries,” explained Vivek Katju, former Indian Ambassador to Afghanistan, Myanmar and Thailand. “These are very sensitive posts and they require quiet and deft handling which only a career diplomat can usually bring,” he said.

Mr. Dalela, a soft-spoken 1993-batch officer who has served as the Secretary (Economic Relations) since September 2025, was most recently in the news for his role as Sherpa and for forging a joint declaration at the BRICS Summit despite differences within the grouping over the Iran war. During his posting as Ambassador in Thimphu (2022-2025), he was instrumental in pitching for Bhutan’s Gelephu Mindfulness City project (GMC), often travelling to India with the Bhutanese leadership to discuss investments for the project. He also managed differences over Bhutan’s border talks with China, hydropower pricing issues, and Bhutan’s moves to curb low-end mass tourism from India.

He has considerable experience at the MEA’s ‘North’ desk, for Bhutan and Nepal ties, first as Director (North) (2006-7), and then as Joint Secretary (North) (2016-19) and would be the first time an officer with as much experience on the desk will also have helmed the embassies in Thimphu and Kathmandu. Interspersed with Mr. Dalela’s neighbourhood experience have been three stints in the U.S., including as Consul General in Chicago and two postings at the Embassy in Washington, where he was the Deputy Chief of Mission. In addition, he has worked twice at India’s mission to the World Trade Organisation and ran the Trade policy desk at the Commerce Ministry earlier.
