A.P. CM to launch blockchain-based land records system on July 23

In a significant step towards modernising land administration, the Andhra Pradesh government will launch a blockchain-based land records management system aimed at enhancing the security, transparency and authenticity of land records.

Chief Minister N. Chandrababu Naidu will virtually inaugurate the ‘Mee Bhoomi–Blockchain’ pilot project from the State Secretariat on July 23 (Thursday).

The pilot will be implemented in seven mandals across seven districts—Kurnool, Chittoor, Bapatla, Krishna, East Godavari, Parvathipuram Manyam and Vizianagaram. Collectors of the participating districts will join the launch virtually.

The initiative seeks to integrate land records maintained separately by the Revenue, Survey and Registration departments into a unified digital platform, creating a single, reliable database for land-related information.

Although land records are already digitised through the Webland platform, the government said maintaining separate databases has led to inconsistencies, data mismatches and difficulties in detecting unauthorised changes.

How it works

Developed jointly by the National Informatics Centre (NIC), Andhra Pradesh, and the Centre of Excellence in Blockchain Technology at NIC Bengaluru using Hyperledger Fabric technology, the new platform will assign every land parcel a unique blockchain identity.

All land transactions will be permanently recorded in a tamper-proof digital ledger, with every modification allowed only through authorised government services. The system will also record details of officials processing transactions and automatically block unauthorised alterations.

Initially, the platform will provide eight citizen services, including automatic mutation of land records, subdivision of land parcels and correction of land extent. It will also enable secure access to land information for various government departments and financial institutions.

The pilot will cover 89 re-survey villages and over 1.37 lakh land parcel maps in Aspari, Penumuru, Repalle, Gannavaram, Kadiyam, Gummalakshmipuram and Kothavalasa, paving the way for a State-wide rollout. The government expects the initiative to curb land fraud, improve transparency and deliver faster, more secure land-related services to citizens.
