THIRUVANANTHAPURAM With the house-to-house enumeration phase of the Special Intensive Revision (SIR) of voter rolls set to kick off in Kerala on November 4, Chief Electoral Officer (Kerala) Rathan Kelkar said here on Wednesday that weekly review meetings with recognised political parties will be held to assess the progress of the exercise.

Addressing a meeting with political parties here on Wednesday, Chief Electoral Officer (Kerala) Rathan U. Kelkar said that this phase, which would last till December 4 prior to the publication of the draft electoral rolls on December 9, will not involve a verification or require the voters to furnish documents. During this period, booth-level officers will distribute the pre-printed Enumeration Forms to all voters included on the voters’ list as of October 27. The verification process and the exclusion of ineligible voters will start after the publication of the draft rolls on December 9.

The period for hearings and verification will last from December 9 to January 31, 2026. The final rolls will be published on February 7.

Mr. Kelkar said his office expected a smooth SIR process in Kerala. A desktop exercise which matched the 2002 SIR rolls, used as the base rolls, with the 2025 rolls revealed a match of 68%. These voters will not be required to produce any documents.

Mr. Kelkar said the SIR will place emphasis on including all eligible voters. He urged the political parties to assign adequate number of booth-level agents (BLA) to assist the process.
