Employees working on temporary basis in different Telangana Government departments appear to have landed in a piquant situation. Several employees on contract, outsourcing, honorarium, activity outsourcing, daily wage and other categories are yet to get their remuneration since the beginning of the new financial year (2026-27) as the government is yet to give continuation orders for the fiscal 2026-27.
In a memo issued recently, the Finance department said instances had come to its notice that remuneration to persons engaged on temporary basis was not being paid in time, inter alia, due to non-issue of continuation orders for the fiscal 2026-27.
The department asked the Director of Treasuries, Director of State Audit and other departments concerned to admit bills relating to such temporary services up to June 30 without insisting on further continuation orders from the government. The departments in the meantime were asked to immediately process proposals for continuation of temporary services under their administrative control through the IFIMS portal. They should ensure that detailed justification for further continuation was furnished after re-verifying the necessity and requirement of temporary services.
“Continuation orders for the financial year 2026-27 are invariably issued on or before June 30,” Principal Finance Secretary Sandeep Kumar Sultania said in the memo.
Senior officials attributed the confusion to the delay in the submission of report and recommendations by the committee headed by former Chief Secretary A. Santhi Kumari which was tasked with comprehensively review of all posts, contract positions and outsourced roles across various departments, corporations and institutions. The committee was asked to conduct a thorough review of staffing situations to adapt to the changing priorities and functions of the government departments as well as to monitor expenditures.
The committee was constituted in the light of uncertainty over the exact number of employees working on regular and temporary basis in different departments, undertakings and allied institutions. The government had constituted the committee following allegations that the previous Bharat Rashtra Samithi (BRS) government resorted to irregularities in the number of contract and outsourcing employees working in different departments and agencies leading to diversion of huge amounts from the State exchequer in the name of payment of salaries/wages to the temporary staff.
