The Telangana Government has taken several steps to leverage advanced technology in effectively implementing the New Employees Health Scheme (NEHS) — which was operationalized a few days ago.
While the services of the existing service provider of Rajiv Arogyasri Health Care Trust will continue, the government has decided to suitably customise and utilise new software, website and mobile application for the scheme. The Employees Healthcare Trust Chief Executive Officer has been directed to develop additional modules as may be required for the scheme, subject to approved procurement and financial procedures. These modules would encompass beneficiary enrolment, health cards, wellness hospital centres, empanelment, claims, payments, audit and grievance redressal.
Once developed, the applications would be integrated with the IFMIS (Integrated Financial Management Information System), treasuries, pension payment offices and other government databases wherever required. The healthcare trust has been instructed to establish and maintain an online beneficiary management module and enrol and validate particulars of the beneficiary and dependents through IFMIS integrated with the trust.
The Finance department will provide digitally authenticated employee data to the trust in respect of newly included institutions or categories of employees whose particulars are not available in the database.
What are employees required to do?
Employees on their part, should verify, update or submit their particulars in the IFMIS through the drawing and disbursing officers, pension payment office or sub-treasury officer, as the case may. Steps have been initiated to make available new health cards through the NEHS mobile application and web portal upon completion of validation and certification of the beneficiary database.
The officials concerned were instructed to ensure verification and updating of data through IFMIS on priority to facilitate timely issuance of the new health cards.
Empaneled hospitals and wellness centres will accept the digital health card, QR code, or other secure credentials notified by the healthcare trust. Treatment will, however, continue to be provided on the basis of employee/pensioner identity number until the new health cards are issued. “No eligible beneficiary shall be denied admission or treatment solely on the ground that new EHS health card has not yet been issued,” the government said in the guidelines.
