The Tamil Nadu government on Friday (August 7, 2026) introduced a Bill to further amend the Tamil Nadu Value Added Tax Act, 2006, proposing an Environmental and Social Welfare Cess on the sale of alcoholic liquor.
Introducing the Bill in the Assembly, Commercial Taxes and Registration Minister D. Logesh Tamilselvan said the government was increasingly concerned about the social and environmental consequences of alcohol consumption, particularly the waste generated by discarded glass and plastic liquor containers.
He said the improper disposal of these containers, coupled with inadequate recycling, had contributed to ecological degradation, posing risks to wildlife and public health.
According to the Minister, the cess would fund a range of environmental and social welfare initiative including recycling, safe disposal and reuse of liquor bottles and containers, as well as rehabilitation and de-addiction programmes for individuals affected by alcohol addiction.
The revenue would also be used to support welfare measures and livelihood assistance for families impacted by alcohol addiction, besides financing public awareness campaigns on the harmful effects of alcohol consumption and the environmental hazards caused by the improper disposal of liquor containers.
In addition, the proceeds from the cess would be utilised for the protection and restoration of forests, wildlife and the broader ecology, along with other environmental and social welfare programmes.
