Following inadequate enforcement, beaches across Kozhikode city have seen a surge in child alms-seekers. The rise is attributed to a growing number of migrant families, some of whom are reportedly involving children in alms-seeking as a means of income.

“Though some of the members in the families are engaged in brisk businesses such as the sale of fancy goods and craft items, these are often used as a cover to mislead the public. The children are encouraged to approach people for alms,” said a local trader on the Kozhikode beach.

Members of a senior citizens’ group on the beach demanded a proper investigation into the suspected role of a group behind sending children onto the streets.

“Though many people refuse to give money these days, there are new visitors who are unaware of the alleged fraud and extend contributions. Last year, the number of such children was very low, but it has increased recently,” said V. Sangeetha, a local. She added the children were leading a difficult life, without proper shelter, clothing, medical care or assured access to food.

Though some residents’ associations and rights forums had demanded that the whereabouts of the children and details of their parents be verified, the response from the Corporation authorities and the police remained muted. Attempts by the Social Justice department to rehabilitate some of the wanderers also failed due to a lack of cooperation from the target group.

“We have come across reports in which abducted children are allegedly being misused for alms-seeking and other forced work. The police should immediately verify the whereabouts of the children,” said T.K. Rasheed, a fisherman from the city. He added the district administration had a key role in coordinating any rescue effort and that it should be undertaken without delay.

Meanwhile, police sources said they were monitoring the situation following a few public complaints. They added that the matter would be taken up with the government departments and officials concerned to decide on further action and ensure the safety of the children.
