New department to connect global Rajasthani diaspora with State’s progress

The Rajasthan government on Wednesday (November 19, 2025) has decided to establish a dedicated department to connect the Non-Resident Rajasthanis (NRRs) settled in India and abroad with the State’s development. The department will provide a platform for dialogue and cooperation between Rajasthani diaspora and the State government.

The State Cabinet approved a proposal to establish the new department for national and international NRRs at a meeting convened at the Chief Minister’s Office in Jaipur. Other decisions included the approval for the global capacity centre policy and the creation of a joint venture company for establishment of new coal-based thermal power and solar power projects.

The department would lay down a policy framework to extend the benefits of the government’s schemes to NRRs and strengthen their relations with the State, Industries Minister Rajyavardhan Singh Rathore said at a press conference after the Cabinet meeting.

“Besides addressing their issues, the department will organise events and exchange programmes for NRRS,” Mr. Rathore said.

Chief Minister Bhajan Lal Sharma had announced the new department’s creation at an NRR conclave held during the Rising Rajasthan Global Investment Summit here in December 2024. The first Pravasi Rajasthani Diwas will also be observed in Jaipur on December 10, along with the ‘Rising Rajasthan’ partnership conclave, to harness the expertise of global diaspora across key sectors.

The Rajasthan Foundation has so far been functioning as the State’s nodal department for diaspora outreach. Mr. Rathore said the approval for the global capacity centre policy would lead to the creation of over 200 GCCs by 2030, establishing Rajasthan as a global innovation and investment hub and creating 1.50 lakh employment opportunities.

“Rajasthan will contribute significantly to the country’s 100 billion U.S. dollar GCC market. Through this policy, the State government will develop cities like Jaipur, Udaipur and Jodhpur as the GCC hubs,” Mr. Rathore said. The GCCs will get capital investment subsidy of 30% of the project cost and the land cost incentive of up to 50%.

Deputy Chief Minister Prem Chand Bairwa said the Rajasthan Rajya Vidyut Utpadan Nigam and Singareni Collieries Company Limited would hold 26% and 74% stakes, respectively, in a new joint venture company. It will set up an 800 MW coal-based thermal power project at a cost of ₹9,600 crore and a 1,500 MW solar project at a cost of ₹6,000 crore.
