Manipur DGP moved to Cabinet Secretariat

Manipur Director General of Police (DGP) Rajiv Singh was appointed Secretary (Security) in the Cabinet Secretariat on Thursday (May 21, 2026).

Mr. Singh, a 1993 batch Indian Police Service (IPS) officer of Tripura cadre, was appointed as Manipur’s police chief on June 1, 2023, days after the ethnic violence between the Meitei and the Kuki-Zo people erupted in the State on May 3 the same year.

Mr. Singh was appointed DGP by relaxing the service conditions as he was not from the Manipur cadre.

On Thursday (May 21, 2026), the Appointments Committee of the Cabinet (ACC) “approved the appointment of Shri Rajiv Singh, IPS (TR:1993), Director General of Police, Government of Manipur to the post of Secretary (Security) in the Cabinet Secretariat with effect from the date of assumption of charge of the post, or until further orders, whichever is earlier.”

Mr. Singh oversaw the operations to recover around 4,500 police weapons that were looted from police armouries following the May 3, 2023 violence.

The State was placed under President’s Rule on February 13,2025 and till it was revoked on February 4, this year, around 1,000 extortionists had been arrested in the State.

On May 29, 2023, the Union Ministry of Home Affairs (MHA) deputed Mr. Singh from Tripura to Manipur cadre. He was posted as Inspector General, Central Reserve Police Force (CRPF), when the changes were made. The order said that Mr. Singh was being transferred from Tripura cadre to Manipur cadre for a period of three years in relaxation of the policy as a “special case in public interest.”

He succeeded then DGP P. Doungel, who was transferred as Officer on Special Duty (Home), a newly created post. Mr. Doungel, a 1987 batch IPS officer from Manipur cadre, belonged to the Kuki community and has since retired.
