The Kerala Cabinet on March 13 approved the formulation of the Kerala Land Assignment (Grant of Permission to Use Pattaya Land for Other Purposes) Rules, 2026, aimed at enabling the utilisation of land for various purposes. Under the new rules, fees will be waived for houses and for buildings constructed for agricultural and educational purposes, as well as markets, places of worship, structures for public purposes, cultural institutions, clubs and structures for charitable establishments.

In addition, there will be no fee for commercial or industrial buildings with an area of less than 5,000 square feet. For buildings with an area between 5,000 and 10,000 square feet, a fee of 1% of the fair value of the property will be charged. For buildings above 10,000 square feet, the fee will be 2% of the fair value. For buildings used for other purposes, 5% of the fair value will be charged.
