Gurugram to freeze 71 builders’ accounts to recover unpaid homebuyer dues

The Gurugram district administration on Wednesday (September 30, 2026) ordered the freezing of bank accounts of 71 builders and promoters over unpaid penalties and homebuyer refunds ordered by the Haryana Real Estate Regulatory Authority (HRERA), with recovery certificates totalling ₹446 crore pending — several of them for more than four years.

According to an official statement, under Section 40(1) of the Real Estate (Regulation and Development) Act, 2016, which provides for the recovery of amounts ordered by the authority as arrears of land revenue, the administration has ordered the freezing of bank accounts of all 71 defaulting builders. Proceedings have also been initiated for attachment of their movable and immovable properties under the Punjab Land Revenue Act, as applicable to Haryana, it added.

Deputy Commissioner Uttam Singh said, “The money will be recovered from the frozen bank accounts or the attached properties. If that fails, further steps under the law would be taken, which may also lead to arrests. No builder will be allowed to sit over amounts that lawfully belong to the homebuyers.” 

The major defaulters include Ansal Housing/Ansal Construction Housing (₹91 crore), Raheja (₹90 crore), Vatika (₹80 crore), Parsvnath (₹74 crore), Ramprastha (₹57 crore), IREO (₹24 crore) and ILD Millennium (₹8.59 crore). Notices have been issued to the builders directing them to deposit the outstanding amounts.

Mr. Singh said the progress would be reviewed weekly, while sub-divisional magistrates (SDM) and tehsildars had been directed to execute the recovery proceedings in a time-bound manner. Homebuyers can approach these officials for the status of their recovery. He said recovery of HRERA dues in the district had stalled in the past and the latest action followed a comprehensive review of all pending recovery certificates.
