Govt asks movie goers to save tickets for refund, in case price cap is eventually upheld by court

The Karnataka government has asked all movie-goers to keep film tickets, bought either physically or electronically, safe, as they will be eligible for a refund of the excess collected by multiplex theatres over ₹200, if ticket price cap is upheld by the High Court. 

What courts said

The High Court of Karnataka issued a stay on the price cap order on September 23, and the Principal Bench upheld it on September 30, even as it issued detailed directions regarding ticket sale and refund, subject to final order in the case. 

“Should the petitioners [Karnataka State Film Chamber of Commerce] succeed in the final adjudication, all amounts collected electronically (excluding applicable GST) during the pendency of the litigation must be refunded to consumers through the same payment method used for booking,” the State government said in a press note on Friday, appealing to movie goers to save their tickets and multiplex theatres to save all records of tickets sold.

The State government has directed multiplex theatres to save records that must include date and time of sale of the tickets, mode of booking and payment, amount collected including GST, digitally traceable receipts for all cash transactions and daily cash registers. 

Refund plan

As per directions of the High Court, the State government has asked Multiplex Association of India, to submit a refund processing plan to the Licensing Authority within 45 days, detailing the mechanism for consumer refunds. “Upon approval by the licensing authority, the plan will be placed before the High Court for final approval,” the statement said.
