From revival to ascendance: Andhra Pradesh sets ₹308 lakh crore target for 2047

In a landmark address to a joint session of the Andhra Pradesh Legislature, Governor S. Abdul Nazeer on Wednesday (February 11, 2026) outlined an ambitious roadmap for the 2026–27 financial year, declaring that the State is moving from a phase of “revival” to one of “ascendance” under the vision of Swarna Andhra 2047.

Addressing the first day of the budget session, setting a bold target, the Governor said the government aims to transform Andhra Pradesh into a ₹308 lakh crore economy with a per capita income of ₹55 lakh by 2047.

He described the past nineteen months as a calibrated journey from resurgence to renewed confidence, focused on restoring financial stability, rebuilding institutions, and placing citizens at the centre of governance.

Invoking the Pavamana Mantra from the Brihadaranyaka Upanishad, “Asato ma sadgamaya; Tamaso ma jyotirgamaya; Mrityorma amrutam gamaya”, the Governor said the administration is committed to guiding the State from uncertainty to sustainable growth.

The initial phase concentrated on welfare support, economic correction, and administrative reforms, and the government is now shifting toward long-term transformation through investments in human potential, infrastructure, and responsive governance.

Healthcare emerged as a major focus area. A new Universal Health Coverage scheme will provide insurance coverage of ₹2.5 lakh to every resident. Additionally, 1.43 crore below-poverty-line families will receive cashless treatment up to ₹25 lakh annually, including coverage for high-end procedures such as cancer care and bilateral cochlear implants.

Addressing demographic concerns, Mr. Nazeer said that the government introduced a Population Management Framework in response to the State’s declining fertility rate of around 1.5, well below the replacement level of 2.1. The two-child cap for local body elections has been removed, enhanced maternity benefits are being rolled out, and welfare schemes like Thalliki Vandanam are being extended to all children.

On the economic front, the Governor said economic revival has been pursued with a clear emphasis on long term sustainability and balanced growth. My government has prioritised infrastructure creation, industrial development, and regional equity to unlock the State’s full potential.

Highlighting major investments in infrastructure, industry, and technology, he said the government has signed 610 MoUs worth ₹13.25 lakh crore at the CII Summit, with potential to generate over 16 lakh jobs. Through 14 State Investment Promotion Board meetings, proposals worth ₹8.74 lakh crore have been cleared.

A key announcement was the unveiling of the Amaravati Quantum Valley, envisioned as a global hub for Quantum Computing and Artificial Intelligence. An MoU with Singapore will support sustainable urban governance and digital infrastructure development in the capital city. Amaravati is being rebuilt with renewed momentum, supported by financial closure of key infrastructure works with support from the Union government, substantial progress in land pooling, he said.

Reaffirming its commitment to irrigation, he said that the government pledged to complete the Polavaram Project by June 2027 and advance river-linking initiatives. Preparations for the 2027 Godavari Pushkaralu are also underway.

As per First Advance Estimates for 2025–26, the State’s GSDP rose to ₹17.62 lakh crore, marking a nominal growth of 10.75%, while per capita income increased to ₹2.95 lakh.

Citing these indicators as proof of revival, the Governor called for collective participation to build a “Wealthy, Healthy, and Happy” Andhra Pradesh aligned with the vision of a developed India by 2047.
