Dy. SP seniority revision under way; promotions to follow committee report: Parameshwara

Home Minister G. Parameshwara on Thursday said the process of revising the seniority list of Deputy Superintendents of Police (Dy. SP) eligible for promotion to non-IPS posts is under way, and action would be taken once a committee examining the issue submits its report.

Replying to Congress member Puttanna in the Legislative Council, the Minister said the revision was being carried out in compliance with court directions.

“To revise the seniority list of the Dy. SP cadre, a committee headed by retired Social Welfare officer Chinnamarayya has been constituted. Once the committee submits its report, steps will be taken to grant promotions to eligible Dy. SPs as non-IPS officers,” Mr. Parameshwara said.

He noted that, under the Cadre and Recruitment Rules, posts in the Police Department are filled in a 20:80 ratio between direct recruitment and promotions.

Mr. Puttanna said several officers serving as Dy. SPs had been eligible for promotion to non-IPS ranks for the past eight years, but had not received promotions. Of the 112 sanctioned Dy. SP posts in the State, only about 50% of officers had been promoted, he said, alleging that lobbying by IPS officers had limited opportunities for State cadre officers to rise beyond posts such as Superintendent of Police (SP) and Deputy Inspector General (DIG).

Responding, Mr. Parameshwara said the 20:80 ratio was intended to ensure that officers recruited at the sub-inspector level also had opportunities to rise to higher ranks. He added that 33 officers were promoted to the rank of DIG three months ago, many of them from Karnataka. The government would also examine promotion and recruitment practices in neighbouring States and take steps if changes were required.
