Crackdown on post-BPS violations: Andhra Government orders demolition of unauthorised constructions

The Government of Andhra Pradesh has directed all Urban Local Bodies (ULBs) and Urban Development Authorities (UDAs) to immediately identify and demolish any unauthorised constructions raised after the cut-off date of August 31, 2025. The order, issued through a Memo on Monday (October 27, 2025) by the Municipal Administration and Urban Development (MA&UD) Department, seeks to prevent misuse of the newly introduced Building Penalisation Scheme (BPS-2025).

Principal Secretary S. Suresh Kumar, emphasised that BPS-2025 is a “one-time opportunity to regularise past deviations, not a license to violate planning norms further.” He warned that any post–cut-off construction would be met with zero tolerance and that officials would be held personally accountable for enforcement lapses.

The government has mandated photographic and videographic documentation of ongoing construction works with GPS and date stamps to distinguish between pre- and post-cut-off structures. Town planning officials, Commissioners, and vice-chairpersons of ULBs and UDAs have been made personally responsible for compliance, with disciplinary action awaiting negligent staff.

A State-wide awareness drive has also been ordered to inform the public that only constructions made before August 31, 2025, qualify for regularisation. “The message is clear that, build responsibly and follow the rules. The era of unregulated constructions is over,” said Suresh Kumar.
