The Leader of Opposition in the Bihar Assembly, Tejashwi Yadav, on Friday (August 14, 2026) took a dig at Chief Minister Samrat Choudhary over the Memoranda of Understanding (MoUs) signed by the Bihar government earlier this month. He alleged that the company that signed an MoU worth ₹22,500 crore in the nuclear sector has a total capital of just ₹11 lakh.
The Rashtriya Janata Dal (RJD) national working president, in a press note as well as in a message on X, said a company that does not even have the capital to build the four walls of a house had signed a ₹22,500-crore MoU.
“Wow, what a shame for the Samrat Choudhary government! The Bihar government, through its Industries Department, is beating the drum about signing MoUs for investments worth around ₹51,500 crore with various industrial groups. But why is this government not providing a progress report on the agreements worth over 2 lakh crore from 2024, 2025, and prior years? What exactly happened to those MoUs?” Mr. Yadav asked.
He further said, “You will be shocked and saddened to learn that the company the Bihar government is claiming will invest the highest amount in the nuclear sector — ₹22,500 crore — was established just five months ago in February 2026, and it has a total capital of only ₹11 lakh. In other words, a company that cannot even afford to build the boundary wall of a school or college is now going to set up a nuclear power plant or nuclear research centre in Bihar.”
On August 6, several MoUs worth approximately ₹51,600 crore were signed between the Industries Department and various industrial groups in the presence of the Chief Minister in Patna. The companies included Global Renewable Advanced Clean Energy Private Limited (GRACE), which proposed to invest ₹22,500 crore in Bihar’s nuclear energy sector.
The company’s website mentioned that it has an authorised capital of ₹10,00,000 and a paid-up capital of ₹1,00,000, whereas the date of incorporation is February 25, 2026.
‘Blatant lie’
Mr. Yadav said the BJP-led government should explain “what kind of treasure has suddenly fallen into the hands of this ₹11 lakh company that it’s now going to pour thousands of crores into investments in Bihar?”
“Didn’t the Samrat Choudhary government feel even a shred of shame in telling such a blatant lie to the people of Bihar? The entire Bihar knows how much depth, wisdom, and understanding the Chief Minister possesses with his novice tendencies, but in the presence of so many officials and Ministers, a company walked away with such a massive claim, and no one asked a single question,” Mr. Yadav said,
The former Deputy Chief Minister further asked if fooling the people of Bihar had become the collective goal of everyone. “Were they all silent because, in the future, these paper companies would be handed thousands of crores of free land and subsidies from the State coffers, and they can pocket commissions? By giving subsidies and free land to paper companies in the name of investment, does the BJP government want to sell off Bihar’s resources? If big companies come to Bihar, set up industries and businesses, and invest with their own capital, we will not just welcome them — we will provide every possible assistance,” Mr. Yadav said.
He added that if they [firms] create paper companies, grab land from the government, take grants, and then vanish, the people of Bihar will not tolerate it.
‘Investors wary’
Mr. Yadav further said that for over two decades, the National Democratic Alliance (NDA) had been in power in Bihar. Yet it had not been able to create a conducive atmosphere so that investors develop trust in the Bihar government and its infrastructure.
“Why is no big company willing to make a major investment in Bihar? You can get your praise sung in the media through government propaganda, but you cannot fix the pathetic ground realities. You lack both the will and competence for it. That’s why your fake politics runs on divisive policies in the name of caste and religion, five kg of free grain, and handing out ₹10,000 during elections,” Mr. Yadav said.
After signing the MoUs, Mr. Choudhary had mentioned that, keeping the future energy needs in mind, the government would shift its focus towards clean energy sector, particularly nuclear energy.
