Clear ₹3900 crore dues, reinforce confidence among investors, alcobev makers urge government

Three associations of alcoholic beverage (alcobev) firms have appealed to Telangana government to urgently clear long-pending payments, pointing out such delays dilute credibility of the State to attract investment.

Outstanding dues payable by Telangana State Beverages Corporation (TGBCL) to alcobev suppliers have crossed ₹3900 crore, with a significant portion pending for over a year (₹900 crore). Such a situation prevails despite excise revenues increasing more than fourfold over the past decade — from around ₹9,000 crore in 2014 to nearly ₹38,000 crore in 2023–24. The State also collected more than ₹3,000 crore in October 2025 through liquor retail licence application fees. December 2025 revenue turnover has also been at an all-time high, the Brewers Association of India (BAI), the International Spirits and Wines Association of India (ISWAI) and the Confederation of Indian Alcoholic Beverage Companies (CIABC) said in a joint statement.

As Telangana prepares to showcase itself as a preferred investment destination at the upcoming WEF in Davos, it is important the State government honours existing contractual commitments to position itself as a credible partner in business. Payment delays at this scale, they said, dilute the credibility and image of the State to attract investment, the associations said.

Continued delays risk disrupting supplies, impacting excise revenues and causing wider investor confidence concerns. They said the alcobev sector contributes more than a third of Telangana’s tax revenues generating ₹2,300-2,600 crore every month. It supports a large ecosystem of breweries, distilleries, packaging, logistics and retail, providing an estimated 70,000 direct and indirect jobs across the State.

Timely settlement of pending payments would reinforce confidence among existing and prospective investors and strengthen Telangana’s reputation as a reliable place to do business, they associations said.
