The J&K Police on Wednesday (December 10, 2025) blacklisted and enforced an emergency exit on a Chinese national for violating the Foreigners Regional Registration Offices (FRRO) rules in Kashmir, three days after he was arrested from a low-budget homestay in Srinagar.

A senior police officer told The Hindu that the foreigner was put on emergency exit and sent back from the Srinagar airport. Besides, he has been blacklisted for violating the FRRO rules.
Hu Congtai, a 29-year-old Chinese citizen and a Physics graduate from Boston University, was picked up from a low-budget homestay in Friends Colony, Budgam, three days ago.
An official said that Mr. Congtai was sent back from Srinagar airport on December 10, 2025, as his visa was not valid for entry into the Union Territory of Jammu & Kashmir.
The passenger’s visa is valid only for Varanasi, Agra, New Delhi, Jaipur, Sarnath, Gaya, and Kushinagar. “However, he entered Jammu & Kashmir without a valid visa. The information about the above person came into the notice of the local police.”
The official further added that the Chinese national was sent back from Srinagar to Delhi after conducting a preliminery investigation.
Mr. Congtai, who had arrived at Srinagar on December 1, 2025, was sent back to Delhi by the Air India Express flight.
The Chinese national faced questioning at the Humhama Police Station in Srinagar for two days. His digital login in his mobile phone, which had an Indian SIM card in it, left the security agencies curious about him.
Mr. Congtai told officials that he read a lot of literature on Kashmir and Ladakh before travelling and even watched movies like Article 370. During his Kashmir stay, he toured Shankaracharya hills, Hazratbal shrine, Mughal Gardens, Harwan Buddhist site and ruins at Awantipura ruins in south Kashmir.
Mr. Congtai came under scanner first when he ventured into the Zanskar valley of Ladakh on November 25, 2025 in violation of his limited visa. In Ladakh, which borders China, he stayed in Zanskar’s picturesque Zangla, a traditional route of trekking into Himachal Pradesh from Ladakh.
Mr. Congtai has already visited Varanasi, Agra, New Delhi, Jaipur, Sarnath, Gaya and Kushinagar, officials said. He arrived in India on November 19, 2025 on a tourist visa.
