Even as the State Congress party continued to delay choosing its leader in the House nearly three months after the Assembly election, Bihar Congress in-charge Krishna Allavaru and party State President Rajesh Ram on Monday (February 16, 2026) conducted a training for its observers.
This was part of the Congress’s Organisation Creation Campaign programme at the party headquarters in Patna.
Mr. Allavaru briefed the observers and assured them that the campaign would be used to select office bearers from the block to the district and State levels. He provided necessary guidelines of the campaign, elaborating on its seriousness and the specific role of the observers.
“This campaign will not only be about expanding the organisation, but will also be a commitment to unity, social justice, and respect for the active workers at the grassroots level,” Mr. Allavaru said.
Addressing the observers, Mr. Ram said that the primary objective of the campaign is to strengthen the Congress Party’s organization, and the selected members will be entrusted with greater responsibility and power within the organisation.
He added that the observers appointed by the All India Congress Committee (AICC) will be assisted and supported by the State-appointed observers.
“Together, we will strengthen the Congress ideology at the booth level and ensure the appropriate recognition of every member’s contribution. We will also strengthen the fight for social justice by ensuring the appropriate participation of all social classes,” Mr. Ram said.
Leader of the Legislative Council, Madan Mohan Jha, who was also present in the meeting pointed out that the Congress Party is constantly committed to ensuring the proper participation of its leaders, and the campaign will inspire new members to join the Congress party and engage in social and political work.
However, the Bihar Congress party which contested as part of the Mahagathbandhan winning only six seats in the 243-member Assembly has yet named its leader in the Assembly.
Last month, all six party MLAs were summoned to Delhi where they met Congress leader Rahul Gandhi. In recent days, there was speculation in political circles that all six newly elected Congress MLAs might switch allegiance to the ruling Janata Dal (United), but this was strongly refuted by both JD(U) and State Congress leaders as “speculation”.
Sources in the party said that during the meeting, the MLAs were particularly asked not to join any other political parties and Mr. Gandhi had reportedly said that he trusts all his MLAs and everyone pledged to follow the same.
Despite all this, the issue could not be resolved yet even though half of the State budget session has passed.
Party sources said that several efforts were made by senior State party leaders to choose one of the six MLAs as legislature party leader but none of them were willing to be chosen which has led to delay.
