The Samrat Choudhary government on Wednesday (May 27, 2026) decided to give “cashless treatment” facility right from members of the State legislature to its officials, staff, and family pensioners of the State.
The State cabinet chaired by Bihar CM approved Health Department’s proposal to give “cashless treatment” facility to the members of State legislature and their dependents, both serving and retired officials and their dependents of All India Service, officials and employees of the State government and their dependents besides retired pension holder State government employees and family pensioners, Cabinet Secretariat Department’s Additional Chief Secretary Arvind Kumar Chaudhary said.
Briefing reporters in Patna Mr. Chaudhary said that the cashless treatment facility for IPD patients will be given under the Bihar Government Health Scheme. It would make treatment easy and convenient, he added.
A cashless treatment facility allows you to receive medical care at empanelled network hospitals without making upfront out-of-pocket payments. The insurer’s insurance provider or Third-Party Administrator (TPA) settles the covered medical expenses directly with the hospital.
A detailed guideline will be issued later by the Health Department, which will make clear what the upper ceiling would be for availing the facility, or there will be no cap.
A card will be issued to the beneficiaries who will be covered under the State government’s health scheme for cashless treatment. Besides, all the major hospitals of the State and the country will be integrated with the facility.
The State government employees get ₹1,000 monthly medical allowance at present, and out of this, the government would deduct 900. As per the existing norm, State government officials and employees get reimbursement of their medical expenses up to a certain amount.
The cabinet also approved the framing of “Bihar Ryot Land Purchase Policy 2026”, as per which land can be acquired based on mutual talks/coordination/consent from the ryots for various projects of both the central and state governments.
Under the “Bihar Ryot Land Purchase Policy 2026”, the price of the land in urban areas will be two times the market rate or Minimum Value Register (MVR), whichever is higher, whereas it will be four times the market rate or MVR, whichever is higher, in rural areas, Mr. Chaudhary said.
He added that ryots willing to sell his/her land will get 10% over and above the market rate or MVR of the land. The move will facilitate the availability of land for industries and other development activities, Mr. Chaudhary said, adding that both the central and state government projects got held up because of the unavailability of land. For this, acquisition of land becomes necessary for the projects.
It also gave its nod to “Bihar Special Survey & Bandobast (Amendment) Rules 2026 (Bihar Vishesh Sarvekshan Evam Bandobast (Sanshodhan) Niyamawali 2026)” to survey Urban Local Body areas of the state.
A total of 24 amendments have been brought in “Bihar Special Survey & Bandobast (Amendment) Rules 2012” to pave the way for expeditious and better survey in urban areas, Mr. Chaudhary said, adding that the provisions in the existing rules have been made to survey rural areas.
It also gave its nod for the purchase of 10 new vehicles for the use of the Patna high court judges, for which ₹3.70 crore has been sanctioned for purchasing EV/Hybrid vehicles.
A total of 27 decisions were taken during the cabinet meeting.
