Bihar Assembly sat for average 29 days each year: ADR report

An analysis by the poll watchdog Association of Democratic Reforms (ADR) shows that over the past five years, the Bihar Assembly sat for an average of 29 days per year. The longest sessions were the second and fifth sessions, each having 22 sittings. The analysis also showed 251 MLAs asked a total of 22,505 questions. BJP MLA Arun Shankar Prasad asked the highest number of 275 questions, followed by Manohar Prasad Singh of the Congress, who posed 231 questions.

The report was made from data collated through an RTI application filed by the ADR and Bihar Election Watch asking for the information on the performance of the MLAs and the Legislative Assembly as well as information available on the website of Bihar Legislative Assembly.

There are 243 seats in Bihar Assembly. The report also includes the analysis for the MLAs who have resigned or got elected through bye-elections.

It says that the 17th Bihar Assembly held 15 sessions between November 2020 and July 2025, with a total of 146 sittings during this period. Over these five years, it sat for an average of 29 days per year. The longest sessions were the 2nd and 5th sessions, each having 22 sittings.

A total of 22505 questions were asked by 251 MLA. The highest number of questions were related to Rural Works, Education and Health.

As far as legislation is concerned, out of 99 Bills introduced in the 17th Bihar Assembly, all 99 (100%) Bills were passed. All these Bills were passed on the same day as of their introduction.

The report also found that 17 MLAs crossed over to other parties after being elected in 2020 Assembly elections in Bihar with BJP being the main beneficiary.

While the BJP admitted seven MLAs who got elected from three different parties in the past five years, RJD and JD(U) also inducted five MLAs each from other parties.
