A field security officer of Nandi Economic Corridor Enterprises Ltd. (NICE), has filed a complaint with the State police chief accusing the Byadarahalli Police of shielding land grabbers by refusing to register an FIR in a case of alleged Aadhaar forgery and encroachment, involving 79 acres of land in Kodigehalli village in Bengaluru North taluk.
C.A. Siddalingaiah, a retired police inspector, now working as a field security officer with NICE, submitted a representation to the Director-General and Inspector-General of Police, alleging gross dereliction of duty by the local police.
According to the complaint, land in Survey No. 86 was lawfully transferred to NICE by the Karnataka Industrial Areas Development Board (KIADB) for the Bengaluru–Mysuru Infrastructure Corridor Project (BMICP) through a government order issued in 1999, followed by a possession certificate in 2000 and a registered lease deed in 2002.
However, accused persons identified as K.V. Chandran, M.P. Devaraj, M.S. Prasad, M.S. Divya, and Krishne Gowda, allegedly fabricated ownership documents using a forged Aadhaar card and “bogus” land-grant records dating back to 1954–55. The complaint points out that one of the claimants, Chandran, was not even born at the time the grant was supposedly made.
In 2010, Special Deputy Commissioner Ramanjaneya had already declared such grants as bogus, citing alterations and insertions in land registers. Despite this, in 2025, Special Deputy Commissoner Vasanti Amar allegedly legitimised the forged records by passing an order in favour of the land grabbers, Siddalingaiah alleged.
He further alleged that though he lodged a complaint on September 11 with the Byadarahalli Police — submitting forged Aadhaar details, genuine date of birth records, GPA and sale agreement documents, along with video proof of trespass — the police failed to register an FIR and issued only an endorsement.
“This refusal to act on a cognizable offence amounts to deliberate shielding of offenders,” Siddalingaiah alleged in his letter to the State police chief.
He further urged the State police chief to direct Byadarahalli Police to file an FIR under the Aadhaar Act, IPC/BNS, and other laws, initiate departmental inquiry against officers for not acting on the complaint, provide police protection to NICE to prevent further trespass and intimidation, refer the case to the CBI for an independent probe into the alleged nexus between the land mafia and police officers, and ensure accountability of officers accused of colluding to suppress the case.
