Fearing a barrage of similar complaints by site allottees in the Nadaprabhu Kermpegowda Layout (NPKL) and the order by Karnataka Real Estate Regulatory Authority (K-RERA) awarding compensation to a site owner over delay in providing basic amenities becoming a precedent, the Bangalore Development Authority (BDA) has decided to move the High Court.

Site allottees in the NPKL have been fighting the BDA for nearly a decade over a lack of basic amenities in the layout. Multiple allottees had complained to the K-RERA, where the BDA tried to contend that as a public authority it doesn’t come under the ambit of the RERA, but its argument was dismissed. In March, 2026, the K-RERA held the BDA to be a “developer”, shortly after which it has now awarded compensation to a site owner.
