The Assam police claimed it averted a major terror strike by apprehending two members of the banned United Liberation of Asom (Independent) in Tinsukia district on Friday (June 26, 2026).

The two were identified as “second lieutenant” Humenjyoti Baruah, 27, and “second lieutenant” Papu Moran, 30.

Tinsukia’s Superintendent of Police, Mayank Kumar, said the duo was caught with the help of central agencies at Jagun, a town on the border with Arunachal Pradesh. Two AK-56 assault rifles, two hand grenades, 172 rounds of AK ammunition, opioids, and jungle survival kits were recovered from them.
“Preliminary investigations revealed that the ULFA(I) had tasked them to target and kill people in Tinsukia town indiscriminately to create terror. The planned modus operandi indicates the influence of external actors to destabilise the region,” he said.
Police said the two were travelling in a hatchback after entering Assam via Arunachal Pradesh’s Jairampur town. They had entered Arunachal Pradesh’s Changlang district from Myanmar.
Changlang is one of the three “TCL” districts of Arunachal Pradesh, where several factions of the National Socialist Council of Nagaland (NSCN) have been active. The “T” and “L” stand for Tirap and Longding districts.
Members of the ULFA(I) and other Assam-based extremist groups often take the help of NSCN cadres for hit-and-run operations from their clandestine camps in the Sagaing Division of Myanmar across the TCL districts.
The NSCN’s Khaplang group and its sub-groups run the camps in Sagaing Division, charging money from other outfits for shelter, arms supply, and training.
