Andhra Pradesh Legislative Assembly Deputy Speaker and former Parliament Member K. Raghu Ramakrishna Raju on Monday (December 01, 2025) asked the Central government to remove IPS officer P.V. Sunil Kumar from service. He alleged that the suspended IPS officer has violated the All India Service (AIS) Discipline and Appeal (D&A) Rules, 1969.
Mr. Raju alleged that the police officer tried to create enmity between the groups on caste basis, and has blatantly violated the statutory obligations and constitutional mandates.
In a letter addressed to Rachna Shah, Secretary, Department of Personnel and Training (DoPT), Government of India (GoI) on Monday, he said that Mr. Sunil Kumar formed an organisation titled “Ambedkar’s India Mission” (AIM) through which he has done anti-Hindu propaganda creating animosity between different sections and the weaker sections of the society.
“When I was member of the Lok Sabha, I have submitted his hate speeches and requested for action. But, there is no action till date,” the Deputy Speaker said.
The AIS (Conduct) Rules, 1968, stipulate that an AIS officer should maintain absolute integrity and devotion to duty, maintain neutrality and impartiality, act in a manner befitting the position he held and avoid association with any political party or activity.
But, the activities of P.V. Sunil Kumar amounts to serious misconduct attracting major penalties under AIS (D&A) Rules, Mr. Raju said.
“In view of the gravity, sensitivity and potential constitutional implications on the alleged misbehaviour of the IPS officer, I request the GoI to remove the latter from service,” the former MP said.
