Keralam Health department introduces district-level system to monitor medicine stocks

The Health department has given shape to a district-level monitoring mechanism to ensure the uninterrupted availability of essential medicines at government hospitals.

Health Minister K. Muraleedharan has directed the Principal Secretary (Health) to constitute a district-level medicine availability monitoring team in every district to verify complaints regarding medicine shortage, assess the actual situation and adopt corrective measures before shortage occurs.

The Additional District Medical Officer (Health) [DMO] or Deputy DMO (Health) will serve as the convener of each team. Hospital superintendents, an assistant drugs controller or drugs inspector, pharmacy store superintendent or officer in charge of the pharmacy, and the Kerala Medical Services Corporation Limited (KMSCL) warehouse manager will be members.

In a statement, Mr. Muraleedharan said the new mechanism will monitor stock levels in advance and identify potential shortage before they become critical. The teams will assess actual hospital stocks, patient numbers, medicine consumption rates, anticipated requirements for the coming days and weeks, and possible delays in supply.

The district-level teams have been instructed to conduct direct inspections at hospital pharmacies and stores rather than relying solely on records. Even when records indicate that sufficient medicines are available, the teams will verify whether stocks at the pharmacy are adequate, whether there are delays in supply and how long the available stock is expected to last.

The teams will also examine the possibility of redistributing medicines between hospitals when one facility has excess stocks of certain medicines, while another faces shortages. This would enable available medicines to be used more efficiently in emergency situations instead of waiting solely for fresh supplies.

The district-level teams will prepare weekly reports based on direct inspections. Reports covering hospitals up to district general hospitals will be submitted to the Director of Health Services, while reports relating to medical colleges will be submitted to the Director of Medical Education.

The weekly reports will include details of medicines available at each hospital, medicines in short supply, requirements based on patient numbers, medicines likely to be needed during the upcoming period, reasons for shortage, information on medicines expected through KMSCL and corrective measures that have already been taken.
