Almost 6.4% of voter names deleted in draft lists published for four States and one U.T. undergoing SIR

Almost 24 lakh names have been deleted from the draft voter lists of Odisha, Manipur, Mizoram, Sikkim and Dadra and Nagar Haveli and Daman and Diu, which were published on Saturday (July 11, 2026), as part of the third phase of the special intensive revision (SIR) of electoral rolls.

In all, these four States and one Union Territory had 3.72 electors before the SIR began, of which 6.39% or 23,82,014 names have been deleted in the draft rolls.

Almost 30% of voters’ names were removed in Dadra and Nagar Haveli and Daman and Diu, the highest deletion rate. Mizoram had the lowest, at 5.2%. As far as absolute numbers were concerned, however, it was Odisha which had the highest number of deletions at 20.12 lakh.

Voters have one month to submit claims and objections for inclusion or deletion of names from the draft list. The final electoral rolls of these five States/UT will be published on September 11.

Untraceable voters

In Dadra and Nagar Haveli and Daman and Diu, which had 4.28 lakh electors before the SIR began, 1.26 lakh names find no place in the draft electoral rolls after the enumeration phase. The bulk of these deletions were because booth level officers could not trace these voters or they remained absent and did not file enumeration forms; 96,199 deletions making up 22.5% of the electoral roll fell into this category.

Another 19,971 deletions (4.62%) were because voters had permanently shifted away from the UT, while 7,267 deletions (1.7%) were attributed to the death of those voters. Another 2,551 (0.06%) were enrolled at multiple places, while deletions due to other reasons number 1,106 (0.26%), according to Election Commission of India (ECI) data.

Migration, death, and duplication

Odisha, the largest of these five states and Union Territories, has a deletion rate of 6%. Though the State had 3.33 crore voters pre-SIR, the draft list saw an entry of only 3.13 crore voters, leaving around 20.12 lakh names which were deleted. While 10.07 lakh names were deleted due to permanent shifting, 8.32 lakh were found to be dead, and around 1.58 lakh were due to enrollment of names in multiple places.

In Manipur, which has been troubled by violence in recent years, 7.5% of voter names were deleted. There were 1.58 lakh names out of 20.93 lakh names removed in the draft list. Around 43,000 were found dead while 1.08 lakh names were deleted due to permanent shifting, and 7,394 due to enrolment in more than one place.

Among the five States/UT, Mizoram had the lowest proportion of deletions at 5.2%. The draft list saw 46,162 deletions, as 8.28 lakh of 8.75 lakh names were retained. There were 21,295 declared dead, 22,311 had shifted out, and 2,248 have their names in multiple places.

The ECI did not share detailed data for the deletion of voters’ names in Sikkim. This third phase of the SIR is being conducted in 16 States and 3 Union Territories, in a staggered manner.
