The final electoral rolls of Shivamogga district, published after the Special Intensive Revision (SIR), has 13,54,046 electors, following the deletion of 1,89,166 electors, including those marked as ASDD (absent, permanently shifted, dead or duplicate, that is, already enrolled elsewhere) and those found ineligible during the enquiry phase of the process.

Deputy Commissioner Prabhulinga Kavalikatti told presspersons in Shivamogga on Tuesday that the district had 15,19,459 electors on the rolls as of June 16, 2026, when the voters’ list was frozen. The draft electoral roll published on August 24 during the SIR exercise had 13,30,905 electors.

The Election Commission issued notices to 48,660 voters on account of logical discrepancies. Of them, 612 names were deleted, bringing the roll down to 13,30,293.

After publication of the draft rolls, the Commission accepted applications for fresh enrolment. Under this process, 23,753 names were added, taking the final roll to 13,54,046 electors. The electorate comprises 6,67,100 men, 6,86,921 women and 25 others.

The Deputy Commissioner clarified that during the enquiry phase, officials heard all those concerned. In cases of death, the death certificate was verified, while in cases of permanent shifting, a proper mahazar was conducted.

He said there were no instances of Form 7 applications being filed in bulk seeking deletion of names. “We received 3,517 Form 7 applications, of which 1,675 were rejected as the information or documents furnished were insufficient,” he said.

Shivamogga Assembly constituency recorded the highest number of ASDD deletions at 56,432, followed by Bhadravathi (40,571). The figures in the other constituencies were: Shikaripur (23,093), Sagar (19,026), Shivamogga Rural (18,586), Sorab (16,209) and Tirthahalli (14,637).

The Deputy Commissioner said any person aggrieved by an order of the Electoral Registration Officer (ERO) may appeal to the District Magistrate under Section 24(a) of the Representation of the People Act, 1950. If the appellant is not satisfied with the District Magistrate’s order, a second appeal may be filed before the Chief Electoral Officer.

Besides revising the electoral roll, the Election Commission also rationalised polling stations. Ninety-three polling stations were added to the existing 1,793, taking the total to 1,886. “We have ensured that no polling station has more than 1,200 voters,” the Deputy Commissioner said.

Additional Deputy Commissioner Abhishek V was also present at the press conference.
