Traffic challans in Telangana will now be served through text messages (SMS), WhatsApp messages and e-mails.
The Transport, Roads and Buildings Department has notified that challans issued under Rule 167(1) or Rule 167(2) of the Central Motor Vehicles Rules, 1989, may be served through electronic means. According to the order, the notification follows amendments made earlier this year by the Union Ministry of Road Transport and Highways to the Central Motor Vehicles Rules.
The government stated that all vehicle owners are required to update their mobile phone numbers and e-mail addresses on the VAHAN portal within one month from the date of publication of the notification.
After the expiry of the one-month period, any challan sent electronically through these three modes to the contact details recorded on the VAHAN portal shall be deemed to have been duly served on the vehicle owner, the notification stated.
The move is expected to facilitate faster communication of traffic violations and reduce dependence on the physical delivery of notices. It will also strengthen enforcement by enabling authorities to serve challans electronically through traffic monitoring systems and other enforcement mechanisms.
The notification was issued under Rule 167(3) of the Central Motor Vehicles Rules, 1989, following a proposal submitted by the Telangana Transport Commissioner. The order directs that the notification be published in the Telangana Gazette.
The government has communicated the decision to the Transport Commissioner, the Director General of Police, the Commissioners of Police of Hyderabad and Cyberabad, district collectors, and registering authorities across the State for implementation.
