Telangana State Legislative Assembly Secretariat and EQUIPPP sign MoU to set up constituency development foundations

The Telangana State Legislative Assembly Secretariat and EQUIPPP Social Impact Technologies Limited on Wednesday (July 15, 2026) signed a Memorandum of Understanding (MoU) to establish Constituency Development and Sustainability Bridge Foundations in all 119 Assembly constituencies in the State.

The proposed foundations will function as independent non-profit Section 8 companies and serve as a bridge between MLAs, government departments, private organisations, technology partners, social impact investors, corporates, CSR foundations, NGOs, educational institutions, philanthropists and the diaspora.

Works under the agreement

Under the agreement, EQUIPPP will work at the field level, with the support and guidance of local legislators, in areas such as skill development, education, healthcare, women’s empowerment, digital inclusion, sustainable livelihoods and economic empowerment.

The MoU entails no financial obligation on the State government. Resources for the foundations will be mobilised through impact investments, institutional and technology partnerships, grants, CSR contributions, philanthropic support and other lawful sources.

Speaking on the occasion, the State Legislative Council Chairman Gutta Sukhender Reddy said the government was working in every possible way for the development of the State and described the MoU as a significant step towards the welfare of people in all 119 constituencies.

The State Assembly Speaker Gaddam Prasad Kumar said revolutionary results could be achieved by mobilising the private sector, civil society, educational institutions, donors, NGOs and CSR funds along with government efforts.

Mr. Prasad Kumar said he was confident that the work undertaken under the guidance of the Telangana State Legislative Assembly Secretariat and through EQUIPPP would be transparent, benefit people and contribute to the development of the State.

Legislative Affairs Minister D. Sridhar Babu said it was gratifying that EQUIPPP had come up with an innovative platform for constituency-level development without requiring government funding.

He said a roadmap could be prepared for every constituency through collective efforts and assured that the government would extend all possible support to make the programme successful.

The MoU ceremony, held at the Legislative Council Conference Hall, was attended by Deputy Chairman Banda Prakash, Council Secretary V. Narasimha Charyulu, EQUIPPP Director Vindya Dharmaraju, EQUIPPP founder Lakshmi Narayana, and others.
