The stage is all set for the deployment of licensed surveyors to ensure effective revenue administration at the grassroots level in Telangana. Chief Minister A. Revanth Reddy will hand over licences to the surveyors who underwent training after being selected for the job, on October 19.

Ushering in significant changes in revenue administration, the State Government called for applications from interested persons for the posts of licensed surveyors and received 10,000 applications. Of them, training was provided to 7,000 people and 3,465 qualified in the rigorous process as licensed surveyors.

What do licensed surveyors do?

According to Revenue Minister Ponguleti Srinivas Reddy, four to six licensed surveyors will be appointed to each mandal based on the extent of land. The process was initiated after the enactment of the Telangana Bhu Bharati (Record of Rights) Act 2025, which required the submission of maps of land parcels involved in transactions such as sale, mortgage, or transfer.

The Act mandates submission of survey/sub-division map along with the applications for the transaction to be carried out. “The Tahsildar or such authorised officer, shall by following the procedure as may be prescribed, shall issue a Pattadar Pass Book cum Title Deed in accordance with the Record of Rights with such particulars and in such form as may be prescribed and this shall include survey / sub-division map from the prescribed date,” as per the Act.

Training for 3,000 more qualified individuals commenced from August 18. Mr. Srinivas Reddy said the eligibility test for the aspiring licensed surveyors would be held on October 26, and those qualified would be given intensive apprentice training for 40 days. Services of the newly selected licensed surveyors would be available from December second week. The new system follows the appointment of gram panchayat officers (GPOs) who were appointed to oversee the revenue affairs at the village level.

The development is in departure from the previous Bharat Rashtra Samithi (BRS) Government, which had scrapped the village revenue officers and village revenue assistants posts, citing corruption charges. The Government, which restored the village revenue administration, decided to enhance the number of surveyors as the existing 350 surveyors would not be sufficient to provide services to the grassroots level effectively.
