Teachers’ association flags delayed salaries at Himachal Pradesh University

Teaching and non-teaching employees of the Himachal Pradesh University (HPU) were not receiving their salaries on time as stipulated, the Himachal Pradesh University Teachers Welfare Association (HPUTWA) said, and urged Chief Minister Sukhvinder Singh Sukhu to intervene.

“The university’s teaching and non-teaching employees received their monthly salaries on November 10, after staging protests. The stipulated date is the first of every month. However, the delayed payment of salaries has become a routine, which is an unfortunate and serious matter. In this financial year, the salaries were delayed at least thrice,” Harish Sharma, Chairperson, Department of Political Science, HPU, and former president of the HPUTWA said on Wednesday (November 12, 2025).

“The recurring delay has caused deep frustration and demoralisation among the university’s teaching and non-teaching staff. The postponement of salary disbursement not only disrupts their financial stability but also undermines the academic atmosphere of one of the State’s premier institutions. Teachers have been boycotting classes to press for their demand, leading to academic disruption. Students, meanwhile, have to bear the brunt,” Mr. Sharma said.

The State government’s decision to shift the university’s funding of staff salaries on the basis of grant-in-aid instead of a regular budget had created recurrent financial uncertainty, HPUTWA president Nitin Vyas and former secretary Joginder Singh Saklani said. “We demand the restoration of the old system of direct budget allocation and timely salary disbursal, emphasising that the current arrangement is unsustainable and detrimental to the maintenance of academic standards of the institution,” they said in a statement.

HPUTWA has urged the Chief Minister and the Education Department to intervene immediately, restore regular funding mechanisms, and ensure timely salary disbursement to safeguard both the welfare of the staff and the future of students.
