The Tamil Nadu government has decided to manually renew the Registration Certificate and Fitness Certificates of 12,000 State-owned vehicles that are more than 15 years old. With the validity of the RC and FC of these vehicles set to expire on September 30, 2025, the government issued an order authorising Regional Transport Officers to renew the certificates and accept fee manually.
The decision comes against the backdrop of the Centre’s notification that all government-owned vehicles which were more than 15 years old should be scrapped and their registration certificates would be unilaterally cancelled by the Ministry of Road Transport and Highways with effect from April 1, 2023, through Parivahan portal. The Union Government inserted Rule 52A in the Central Motor Vehicles Rules, 1989, to enforce the guideline.
Following the notification, the renewal of the Registration Certificate of motor vehicles owned by the State departments, State Transport Undertakings and other Public Sector Undertakings expired after the lapse of 15 years from the date of initial registration of the vehicles.
On November 6, 2023, the State Government issued an order extending the validity of registration of 15 years old vehicles and 15-20 years old vehicles whose Registration Certificate were cancelled in Parivahan portal. The State Transport Commissioner issued an Executive Order permitting the RTOs to extend the validity of Registration Certificate of these vehicles upto September 30, 2024, and issue manual Fitness Certificate. They were also allowed collection of tax for those vehicles manually.
The subsequent year also, the State extended the validity of 6,247 vehicles our of 14,611 vehicles belonging to the government and its undertakings, the Registration Certificate of which had either expired or due to expire that year, by one more year till September 30, 2025.
In an order issued on September 25, 2025, the government referred to a report of the Transport and Road Safety Commissioner which stated that the Registration Certificate of about 12,000 vehicles owned by the State and its undertakings were due to expire soon. Accepting the recommendation of the Transport and Road Safety Commissioner, the government said that RTOs may be permitted to extend the validity of Registration Certificates of 12,000 vehicles upto September 30, 2026, and authorise the transport officials to make manual collection of tax and grant/renewal of Fitness Certificates accordingly.
