The Tamil Nadu government has identified certain categories of disabilities as suitable for promotional posts in the Secretariat departments for providing reservation in promotions to persons with disabilities. The promotional posts would only be in departments referred to as ‘one unit’ in the Secretariat, and not for finance and law departments.

The categories of disabilities to be accommodated in the Assistant, Assistant Section Officer, Section Officer, and Under Secretary posts in the Tamil Nadu Secretariat Service are: VI, LV, HI, HH, LD (0A, OL, BA, BL, OAL, BLOA, Others), CP, LC, DF, AC, Mud, ASD(M), SLD, MI (Mod), and MD.

Categories of disabilities such as VI, LV, HH (with assistive device), LD (OA, OL, BA, BL, OAL, BLOA, Others), AC, LC (with no deformity in limb), DF, and MD would be accommodated in the posts of Personal Clerk, Senior Personal Clerk, Personal Assistant, Private Secretary, and Senior Private Secretary in the Tamil Nadu Secretariat Service.

As for Record Clerk and Record Assistant posts, categories of disabilities to be accommodated are: LV, HH, LD (0A, OL, Others), DF, AC, LC, SLD, ASD (M), MI (Mod) and MD. In the Typist and Senior Typist posts, VI, LV, HI, HH, LD (OL, BL, Others), LC, DF, AC, MI (Mod), ASD (M), SLD (must have comprehension, spelling, and calculation skills), and MD categories are to be accommodated.

As per the Rights of Persons with Disabilities Act, 2016, the government is to identify posts in establishments which can be held by the respective category of persons with benchmark disabilities in respect of the vacancies reserved in accordance with the provisions of Section 34 of the Act.

In June 2023, the State government reconstituted the Expert Committee for identification of suitable posts for persons with disabilities in respect of Group ‘A’, ‘B’, ‘C’, and ‘D’ categories for the implementation of 4% reservation to persons with disabilities in employment.

In June 2025, the Tamil Nadu government issued orders to provide 4% reservation in promotion to persons with benchmark disabilities. In October that year, the Expert Committee met for identification of suitable posts for persons with disabilities in promotion in the Secretariat service as well as in direct recruitment.

The Expert Committee recommended identifying certain categories of disabilities for the promotional posts of Assistant, Assistant Section Officer, Section Officer, Under Secretary, Personal Clerk, Senior Personal Clerk, Personal Assistant, Private Secretary, Senior Private Secretary, Record Clerk, and Record Assistant in the Secretariat.
