Rashtriya Janata Dal (RJD) on Saturday (December 13,2025) claimed that instead of transferring money to women under Mukhayamantri Mahila Rozgar Yojna, the state government wrongly transferred ₹10,000 to several men’s accounts, alleging attempts to buy votes.
Two support the claims, the RJD shared the screenshot of a purported letter allegedly sent by Bihar Rural Livelihood Promotion Society better known as Jeevika to recipients asking them to return the amount after the mistake came to light.
The scheme was credited to be the game changer for the National Democratic Alliance (NDA) which won 202 seats out of 243 in the recently concluded assembly election.
RJD has posted the message on ‘X’ alleging that in Bihar, the NDA leaders and officials were in such a frantic rush to buy votes and seize power that the poor souls ended up causing a massive blunder.
“Their anxiety and insecurity were so intense that instead of sending the money to women, they transferred ₹10,000 to men’s accounts. Now, love letters are being written to the men asking them to return the ₹10,000.”
Months before the assembly election, Prime Minister Narendra Modi had launched the scheme through video conferencing from Delhi and directly transferred the state government fund of ₹7500 crore into the bank accounts of 75 lakh women across Bihar giving financial assistance of ₹10000 each.
So far, Bihar government has transferred the money to over 1.56 crore women with an aim to empower women through financial assistance to start their own business.
State government had also assured that after evaluating performance, an additional ₹2 lakh as grant will be given to women entrepreneurs.
RJD further said in the post that in Bihar, hunger, inflation, migration, and unemployment are so rampant that whatever money they got must have been spent the very moment it was transferred to their accounts.
“The poor men won’t return this loan amount at all now—because first, return their votes. How long will you keep hiding EVMs, rigging, vote-buying, vote-stealing, and governments formed through machinery? The truth will come out one day,” the RJD alleged in the post.
The purported letter was sent by Block Project Manager (BPM) Jeevika of Jaale block in Darbhanga district on December 5, 2025 to two recipients of Ahiyari and Berhampur Panchayat.
“This is to inform you that the Chief Minister’s Women’s Employment Scheme is intended to be provided only to women members of the Women’s Self-Help Groups of Jeevika. However, due to a technical error, an amount of ₹10,000/- (ten thousand rupees) has been transferred to your account as well. Therefore, you are kindly requested to deposit the amount of ₹10,000/- (ten thousand rupees only) received in the following account details as soon as possible,”BPM said in the letter.
As per the data of Election Commission of India (ECI), women outnumbered men in voting turnout. In percentage terms, the turnout among women was 71.6% while that for men was 62.8%.
Repeated attempts to contact IAS officer and Chief Executive Officer cum State Mission Director, BRLPS, Jeevika Himanshu Sharma and District Project Manager (DPM) of Darbhanga, Richa Gargi turned futile.
