District administration officials are coordinating with officials of various departments and some private agencies to ensure the smooth conduct of the winter session of Karnataka legislature in Belagavi.
On Friday, Zilla Panchayat CEO Rahul Shindhe held a meeting of rural development officials and asked them to work closely with other department officials to organise the session.
“The last session work was successfully conducted without any lapse. Similarly, this winter session should also be conducted without any lapses,” he said.
The officers appointed as liaison officers should obtain information about the tour program planning of the officers of their respective departments and Ministries through their personal assistants and check the rooms allotted for accommodation in hotels in advance, and make appropriate arrangements for them. Similarly, they should ensure in advance that the computers and printers in their respective rooms are functioning properly, and if any shortcomings are found in the maintenance, they should contact the assigned technical assistant.
Further, they should make appropriate vehicle arrangements for the officers of the departments and ministries who have arrived for the session. Similarly, if the superiors of the departments who have arrived for the session wish to visit the Gram Panchayats in the district for other projects, they should be asked to make appropriate vehicle arrangements for them. All the officers assigned to the session work should respond to the phone calls of their superiors properly, and if there is any problem, they should contact the Zilla Panchayat Deputy Secretary and Project Director directly, and all the assigned officers should perform their work responsibly. In case of any mistake, disciplinary action will be taken against such officers and staff. Mr. Shinde gave strict instructions to the officers.
Police and district administration are working together to speak to groups that are contemplating protests during the session. Till now, police have received permission requests for as many as 47 protests. Police have said they would issue permits with conditions, including restricting the number of protestors. The commissioner has clarified that the request from Maharashtra Ekikaran Samiti for a Mahamelava protest on the first day of the session was rejected.
Additional security measures have been put in place in Belagavi, especially around the Suvarna Vidhana Soudha, the venue of the session.
The Union Home Ministry has issued some general directives to sensitive installations and strategic locations, in the backdrop of the blast near the Red Fort in New Delhi. A team of over 6,000 police personnel, including six IPS officers and 16 other officers, is being deputed. They will be on duty round the clock. There will be a police cordon around the palace, the guest houses, and the hotels where the Chief Minister, Deputy Chief Minister, and Ministers will be staying.
Prohibitory orders under BNSS 163 have been issued in an area of 3-km radius around the Suvarna Vidhana Soudha. There will be dog squads and bomb detection teams. Around a dozen drones will be used for security surveillance.
Officials are working on the means to reduce traffic stoppage and congestion on the Pune-Bengaluru national highway. An estimated 16,000 vehicles, including heavy vehicles like trucks and buses, pass through the highway every day. If the road is blocked for any reason, there will be traffic disruption and financial loss. Therefore, we will take steps to prevent the highway from being blocked, police commissioner Borase Bhushan Gulabrao said.
According to officials, at least 27 cases of violence or disruption were reported during the winter session since 2012. As many as 73 police personnel and 21 civilians suffered injuries. Efforts will be made to reduce the chances of such instances in the future, the officials said.
Police are putting up temporary accommodation for police personnel in 12 places in the city, including in the vicinity of the SVS. They will be housed in unoccupied police quarters, Karmika Bhavan, barracks, and a German tent city in Shindoli village. Police will get warm blankets, hot water for bathing due to the prevailing cold weather.
